Again, go back to your mission. What do you want the team to accomplish? Teams should be formed based on the need for coordination and specialization of tasks. Your mission of the team (your final product envisioned) drives this. Some teams will need to be made of members with different disciplines and high specialization in different areas. Some teams need to be made of members who are highly coordinated and cross-trained.
Leaders also need to create their team membership based on individual working styles and motivations of each member. How well do your know the people you are assigning to the team? Do you know how they like to work? Whether they can tolerate ambiguity or not? If they prefer working in a team to arrive at a decision, or by themselves then reporting to the team.
How are they motivated? Each member may be driven by different values, therefore will need diverse stimuli to remain engaged and functioning at a high level. To be high performing, a leader will use varied methods to engage. Some members are motivated by a bonus check for the final product. Others may be motivated because the final product helps someone or teaches something. Still others may be motivated by the harmony that is created when the team hums along. Knowing these differing value systems guides a leader when establishing a team. It is these choices at the front end which can create a high performing team which generates an awesome product to fulfill the mission.
